Just about enjoyable.
<em>'The Shepherd: Border Patrol'</em> is a solid enough, mindless action film. Jean-Claude Van Damme (Jack) certainly carries things, but Natalie J. Robb (Capt. García) is fairly good in her role. All the antagonists are very much cliché and predictable, though.
