It seems to me that Mr.Minn was trying to do some sort of 'hit piece' on the Police and how they reacted.
Asking the same questions over and over trying to get the answer he wanted and then misleading others (non-police) with leading questions/statedments just to illicit shocking reactions from those who victims.
With his misleading style, it would seem he victimized them again.

This documentary would have been better if Mr.Minn didn't have … read the rest.

Perhaps it would have been better if Mr.Minn weren't involved at all.
