He is excluded from school, his inability to speak robs him of friends and soon he has acquired the eponymous moniker and become a lonely and sad young boy. He runs away and bumps into a man who owns a radio station, and soon is the human equivalent of a sound effects machine - and pretty celebrated at it to! The animation style is quite basic but it moves along quickly with a jolly score and the moral is quite endearing. He gets the last laugh!
