This is quite a fun poke at the most preposterous and inflexible aspects of the political system as Rex Harrison - a journalist - writes an article critical of the rather arbitrary and pompous behaviour of the Provost of the Scottish town of Baikie (a kilted Cecil Parker) after he orders the confiscation of a dog whose owner has repeatedly refused to pay the fee for a statutory dog licence (or the many, subsequent, fines).
